LCDR Raymond Judd USN

Raymond Judd attended Good Shepherd School, Manhattan Prep and a year and a half at Manhattan College before joining the US Navy in February 1955. Guaranteed schooling following boot camp, he endured Basic Training at Bainbridge, Maryland, before beginning the training at Radio School in San Diego, California. Next came Communications Technician School at Imperial Beach, California, followed by Defense Language Institute, East Coast in Anacostia, Maryland, where he studied the Russian language.

His first assignment was to the Naval Radio Station Guam in June 1956 as an intercept operator. Following additional training at Kamiseya, Japan, his orders were modified to end his Guam tour and assign him to the Naval Radio Facility, Wahiawa, Hawaii. His assignment there was to serve as a direct support operator on submarines. He sailed on the USS Greenfish, USS Bluegill, USS Razorback, USS Remora and the USS Tiru.

In 1958, newly promoted to Second Class he reported to the National Security Agency at Fort Meade, Maryland, to work in their fleet section. While there, he competed for and won a scholarship through the Naval Enlisted Scientific Education Program to attend Vanderbilt University in Nashville, Tennessee. He graduated with a degree in Russian Area Studies in June 1963. On November 22, 1963, the day that President Kennedy was assassinated, he was commissioned as Ensign.

His first assignment was aboard the guided missile cruiser, USS Oklahoma City, as a Deck Officer. He had led two deck divisions before being moved up to Asst Navigator/Honors OOD.

In June 1964, the ship became the flagship of the Commander, Seventh Fleet and Ray was moved to the communications center to serve as a Comm. Watch Officer.

In December 1965, LTJG Judd Transferred to the headquarters of the Commander in Chief, Pacif Fleet in Hawaii. While there he served as the Fleet Communications Security Officer, reviewing cases involving compromised classified material and inspecting various commands relative to their handling of the same material. During this tour, Ray was able to change his designator from Line Officer to Restricted Line Officer, Cryptologist.

In December 1968, LT Judd reported to the USS Jamestown, a technical research ship, home-ported in Subic Bay in the Philippines, and operating in the Vietnam area. Along with serving as a Division Officer, he qualified as an Officer of the Deck (OOD) Underway.

Next up was an assignment at the Naval Communications Training Center, Corry Station, Pensacola, Florida, and the beginning of a love affair with the city. During his tour, Ray served as a Training Officer at several levels in the Training Department. He also me the love of his life, Paula, who was serving as the Command Supply Officer. They both made LCDR and were married in Orlando, Florida, in October 1973. The couple remained married until Paula's passing in 2019.

His next duty station was on detached duty from NSGA Skaggs Island at Treasure Island, San Francisco, California. He served as the ComSec Material Issuing Officer and Staff Security Officer for the Commandant, Twelfth Naval District.

1976 brought a return to the East, this time as an instant replay at the National Security Agency. He was assigned as a Cryptologic Operations Officer in support of the National Sigint Operations Center. Following a 1979 blizzard in D.C., Ray accepted a set of orders to Puerto Rico.

His billet was at the Naval Security Group Activity, Sabana Seca as Operations Officer. Halfway through that tour he fleeted up to the Executive Officer's job.

For his twilight tour, Ray selected a return to Pensacola, Florida, where he served as Department Head at Corry Station and Paula was the Comptroller at NAS Pensacola. In June 1984, they retired at a joint ceremony hosted by their two Commanding Officers.

While at Corry, Ray was able, with the CO's permission, to volunteer in the public schools running a Math Enhancement Program. He enjoyed the contact with the students and school staff so much that upon retirement he enrolled at the University of West Florida and obtained a degree in Elementary Education. He then taught 5th Grade at Edgewater Elementary for the next 13 years.  

Upon retiring from teaching, Ray turned to volunteering. He worked with a diversity of groups such as the PMOAA, the Elks, the SAR, the Avant Garde Krewe, and the Math Superstars Enrichment Program.

Ray passed away January 28, 2024.
